I read carefully your query and understand your concern about your baby.
Thank you for the pictures attached ,they were really helpful.
The rash is definitely not measles and not any other viral infection.
The rash in measles is with tiny red bumps that can join together.Measles is a viral infection caused by a virus so the illness start with fever,runny nose,watery eyes,cough, tiny white spots inside the mouth .The rash develops 2-3 days later and has a typical distribution characteristic for the infection.The rash starts on face and gradually in some days spreads in neck,trunk and then in arms and legs.

From the pictures the rash seems to be just an allergic reaction to something.Usually it is itchy and goes away in some days.If it is itch you can give her Benadryl.
She should be fine in a couple of days.
