Question: In recent lab work my monocyte level was elevated to 12.9 and my ast and alt levels were slightly elevated. Should I be concerned?

Slightly elevated liver enzymes are nothing to be worried. Most common reason of such results are fatty liver, bad diet (fatty foods, spicy foods), alcohol intake or some pain killers intake. Liver has a great ability to regenerate so if you eliminate the factor, AST and ALT levels will get back to normal.

Elevated monocytes are usually seen in case of some infection (bacterial or viral). So if you have had for example some cold recently, this is the reason.

I suggest you to improve your diet and repeat liver tests after a month.
