Brief Answer:
Fluid forms due to inflammation, steroids can reduce the inflammation

Detailed Answer:

Hi,

Steroids are not usually used unless the doctor notices a lot of inflammation in the ear or previous treatment have not been effective.

Steroids have a strong anti inflammatory effect and since part of the reason the fluid builds up is inflammation, it can help reduce the fluid in this way.

I hope this helps, feel free to ask any other questions
