Brief Answer:
It could be skintag called sentinel pile

Detailed Answer:
Hi
Some babies develop skintag called sentinel pile caused by fissure in ano.
It is caused by constipation or by hard stool.
Give plenty of liquids,mother's milk.
But,any swelling should be clinically examined by a paediatric surgeon and confirm the diagnosis.
Sometimes partial prolapse of the rectum may also present like this.
So,get it examined clinically
