I have gone through your query and I have noted your concern.
The recommendation says that all sexual partners within the previous 3 months of an individual who has recently tested positive for chlamydia should be appropriately screened and treated.
In females chlamydia is most often asymptomatic and there is a possibility that she had this infection with chlamydia when she was sexually involved with you.
The individual who had this one time sexual contact with the women in question had tested negative. This is possible because not every sexual contact would lead to transmission even if she had the infection at that time
Therefore my advice for you would be to either take a screening test i.e a urine test or take an empirical treatment for chlamydia.

Though oral sex can lead to throat infection with chlamydia (not genital infection) but in the absence of ejaculation there is negligible risk of transmission

No. Does'nt change anything. Ejaculating outside does not pose any risk of transmission of chlamydia. Chlamydia infects genital mucosa commonly and throat mucosa less commonly. It is not able to infect keratinised layers of skin.
