Risk of HIV through rubbing against the breast is almost nil. Risk with rubbing against the external genitals without any penetration is negligible. HIV cannot live outside the body fluids like Vaginal fluid not more than few seconds.
Regarding the Qualitative PCR and 4th generation test after 28 days are highly reliable and they ruled out the possibility of HIV 1 infection beyond any doubt. HIV 1 infection is common everywhere except in certain parts of XXXXXXX to the extent of 99%. HIV 2 infection is very rare and you have negligible risk. So you need no further test for HIV.
Antibody test after 12 weeks will rule out both HIV 1 and 2.

You are already have almost negligible risk towards HIV. HIV 2 is rare and a remote possibility and can be ruled out definitely by 12 weeks after the high risk contact (which you didn't have).
Window period for the HIV antibody based test is around 6-8 weeks and may be delayed up to 12 weeks. So any test for HIV would be confirmatory and conclusive by 12 weeks.
