Question : Hi sir my evidence was one month ago l went to oil message she and me was naked she message me with oil and l Rubbing her Virgina with hand not inside only outside then sometime she touch Virgina herself after touch my on the penis and then she put my penis between her breast rubbing with oil when I finished so I scared her viginal fluid touch my penis can through hiv my urethra she had mix oil and viginal fluid no oral sex no penetrate only scare vigina fluid so I was test after 23 day check Pcr rna qualitative and 4 generations test was negative then 31 day check again 4 generations test was negative so I want to know now conclusive or need to wait test 3 month my question was viginal fluid can through HIV virus my urethra and between rubbing breast with oil can get hiv because I don't want to wait 3 month my test can sure please

Risk of HIV through rubbing against the breast is almost nil. Risk with rubbing against the external genitals without any penetration is negligible. HIV cannot live outside the body fluids like Vaginal fluid not more than few seconds.
Regarding the Qualitative PCR and 4th generation test after 28 days are highly reliable and they ruled out the possibility of HIV 1 infection beyond any doubt. HIV 1 infection is common everywhere except in certain parts of XXXXXXX to the extent of 99%. HIV 2 infection is very rare and you have negligible risk. So you need no further test for HIV.
Antibody test after 12 weeks will rule out both HIV 1 and 2.

Welcome back.

You are already have almost negligible risk towards HIV. HIV 2 is rare and a remote possibility and can be ruled out definitely by 12 weeks after the high risk contact (which you didn't have).
Window period for the HIV antibody based test is around 6-8 weeks and may be delayed up to 12 weeks. So any test for HIV would be confirmatory and conclusive by 12 weeks.
