I have read through your query in detail.
Please find my observations below.
1. HIV testing is recommended for HIV 1 and 2 antibodies after 3 months and again after 6 months for confirmation. There is a p24 antigen test which is conclusive for HIV 1 infection.
2. However if you are in XXXXXXX then it is suggested to do HIV 1 and HIV 2 antibodies test again because 6 months are over and this will be the final test.
3. Small rashes on the chest are non specific for HIV infection and can be because of allergy or from skin infection. Please consult a dermatologist for confirmation of diagnosis. It is unlikely to be HIV infection, however please do the HIV 1 and HIV 2 antibodies test for peace of mind.
