Question : Is it possible to get hiv through a lap dance where the dancer puts her mouth on my hard penis over my underwear or tee shirt. ? It was no oral sex it was only for two seconds. Is there any risk? No intercouse happened.

You are absolutely safe. Oral sex carries a low risk for HIV. But you had oral sex with clothes on either underwear of T shirt. Your risk for HIV is almost nil. Nothing to worry.
