Brief Answer:
HIV is unlikely, STD causes have to be ruled out.

Detailed Answer:
Hi,
Welcome to HCM.
Thanks for posting your query.

unprotected oral sex caries a low risk when compared to unprotected vaginal and anal sex. You had not mentioned that how long after the risky contact you had your negative HIV 4th generation test. That is very important. If it had been done after 4 weeks you are free from HIV infection and if you had your test 12 weeks after the contact, then you are free from both HIV 1 and 2.
As your symptoms are common for anybody to have and as they are persisting even prior to the oral sex, it is unlikely to be related to HIV. The possibility of throat infection following oral contact with STD organisms has to be kept in mind and they have to be ruled out.

Brief Answer:
You are free from both HIV 1 and 2 infection.

Detailed Answer:
Hi,
Welcome back.

4th generation DUO or Combo test comprises of two components. (P24 Antigen and HIV 1 and 2 antibody part). This test is high sensitive to the extent of 100% 12 weeks after the exposure. So a negative test, 6 months after the exposure ruled out both HIV 1 and 2. You had this test twice after the window period and came nonreactive. It is doubly sure that you are free from HIV 1 and 2.
No more test is necessary for you to rule out HIV.
Throat infection is not at all related to HIV infection.
