Question : Can you get hep bor c from unprotected oral insertive sex with a female? I tested negative for hiv syphlis gonareaha and chamidia 9 months after the encounter

Hepatitis B and C both have been well established to have been transmitted through sexual contact.
In your case if your sex partner had hepatitis at the time of you had sex with her, there is a possibility of, it could have been transmitted to you also. Otherwise there is no possibility. Moreover all those exposed to the infection once, need not be infected 100%. There is possibility that some could have escaped from the infection due to various reasons. Only way is to rule out these infections with appropriate blood tests.

Since I tested negative for hiv,syphlis gonareaha and chlamydia do you think chances are good that I wasn't exposed. Is it hard to get from insertive oral? I only was unprotected once.

Especially transmission of organisms transmitted through blood and body fluids (not exactly saliva) like HIV, Hepatitis B and C only when there was injury (even minute abrasion caused by sexual friction) on your penis and she was having some oral infection like gingivitis etc. Otherwise Oral sex is safer than vaginal and anal sex.
