Question: Can I use a baby monitor to track diaper usage? It has video and audio. I was thinking a good spot could be near the seat of his highchair.

You can use it. But even simpler method will be to change the diaper every 4 hourly once.

The logic behind changing the diaper (adult or pediatric diaper) every 4 hours is to prevent soddening of it and the secondary effects of wetness like excoriation and fungal infection.
