Brief Answer:
Can be depigmentation or related to neuropathy.

Detailed Answer:

Hello,

A discolored spot on the chest can be a harmless depigmentation or if associated with a loss of sensation in the area can be due to a neuropathy. This needs a direct examination by a dermatologist for a detailed evaluation. A biopsy may help to confirm the diagnosis.

I hope this answers your query.
