Question : Hi, I am a bisexual woman. I had an encounter with a female prostitute about three weeks ago. She fingered me a bit rough (although I didn't see blood), and we kissed a lot. I am not sure if she fingered or touched herself previous to fingering me.

Two weeks after the encounter I started experiencing a headache, some neck pain, then some fever, and then a lot of coughing with a lot of mucus. The fever lasted for about 3 days (fever at its highest was about 38 degrees). Mucus lasted for about 5 days, and I still have a bit of a cough. Are these the symptoms of ARS?

There is no risk for HIV.

You should know that you cannot get HIV from fingering you even if she had fingered herself before because this is not a likely route for HIV transmission.
This above mentioned situation is not related to ARS but could be just a viral situation.
