Question: can female hormones render a penis small, not get erect like used to even if desire is there?

Yes, its possible that female hormones (estrogen, progesterone) makes secondary sexual characteristics and erection weaker.
Normally there are female hormones present in males too in fractions. Thats insignificant amount and even nil. Same in females; they have testosterone in trace amounts and there is a balance in males and females regarding hormones. If she has more testosterone, may get facial hair. Male getting more estrogens, may get gynaecomastia, weakened erections, and/or loss of libido.
