Although Benadryl is not a drug of choice for panic attacks but it can be used for patients when there is panic attacks. I mean to say that yes it can be used because it is quite safe in compare to benzodiazepines and other medications which are often used for panic attacks.

I do not think your doctor has done anything unusual as there was respiratory difficulty along with panic attacks.
