Question : Maybe. My daughter has a head injury and is in a wheelchair. She hangs her head to the right a big percentage of her day. I just saw a message on TV about "Tech Neck". She has pain so I was wondering if hanging her head all the time could be causing her pain

You can keep supports at wheel chair including pillows supporting her head if she can't keep her neck in proper posture. Also do emsure proper physiotherapy and relevant exercises for long term better outcomes. Taking OTC analgesics like acetaminophen may help with pain.
