Brief Answer:
probably unrelated

Detailed Answer:
Hello and thank you for your question.
Menstrual cramps can cause a lot of abdominal and pelvic pain. They may also cause low back pain. It is unlikely that upper back pain and neck stiffness are related to your periods. An anti-inflammatory medication like ibuprofen may be helpful both with your periods and with your upper back and neck pain and stiffness. Stretching and yoga are very good for upper back and neck pain. If it is severe please see a doctor as you may need xrays to determine the cause. If you have neck stiffness, headache and fever then you need to go to Emergency because these may be signs of meningitis, a serious infection.
I hope you are feeling better soon
