Question : I have a few small bumps on the base on my scrotum. Can you explain to me what these are? There's also a small rash on my penis. I've attached pics

I have gone through your query and reviewed the attached photographs.
It seems to be angiokeratomas. These are benign tumours of the tiny blood vessels.
They are harmless.
You can leave it as such.
Alternatively I would recommend you to consult a dermatologist and get them removed by radiofrequency ablation.
It is a minor office procedure.
