Question : is their a procedure or what is your reconmendation for making the circumferance size of the penis smaller around?

is it better to stretch the penis to reduce the circumferance of it or surgical procedure.

Thanks for the follow up.

The surgical procedure to reduce the circumference of the penis shall make you impotent and do'nt even think about it.

Stretching the penis is also not going to reduce its circumference.

There is very little that can be done.
