HIV Transmission through oral sex has lower risk than that of vaginal and anal sex. You had not mentioned that whether the oral sex was cunnilingus (You had contact with her genitals) or Felatio (she performed oral sex on your penis) or oral sex with another man.
RNA PCR is not a diagnostic test, but a prognostic test. DNA PCR is the diagnostic test for HIV which detects HIV as early as a week after the exposure and almost conclusive by 3-4 weeks.
Persistent nonreactive HIV 4th generation combo test even after 90 days, you can be sure that you are free from HIV beyond any doubt.
HIV Western blot test is also a confirmative test, a non reactive test after 90 days assured that you need no further tests as far as HIV is concerned.
But, HIV is not the only one disease to be transmitted through sexual route.
There are few other diseases also to be ruled out depending upon the type of oral contact.
Earliest symptoms of HIV, if any, would occur only after 4-6 weeks after the infection (Primary HIV infection or seroconversion illness). Symptoms occurred on 12 days after the exposure would be unlikely to due to HIV infection.
But the possibility of these symptoms either due to other STIs or other common bacteria, simply due the intimacy during sex contact can't be ruled out.
