I have gone through your uploaded images as well.
They definitely does not seem to be herpes lesions since these are extremely painful,in the form of vesicular lesions.
Hence this is not an STD as well.
These lesions represent Chronic stationary psoriasis/psoriasis vulgaris of the glans penis as part of psoriasis else where.
