Hello and welcome to ask a doctor service. I have gone through your query and viewed the image.

Doesn't seem like Degos disease. You seem to have actinic purpura with skin coming off at places over some of the purpuric patches and intact over others. The white/ depigmented spots in the surrounding skin are of idiopathic guttate hypomelanosis.
