I carefully passed through your question and would explain that there are several disorders that may lead to this symptomatology:
- heat failure
- lungs disease
- superior vena cava syndrome, etc.
But there are also some other situations in healthy persons in which this can happen:
- in tall and thin persons
- during straining physical activity
- during emotional stress.
Nevertheless, before considering the above causes, it is important differentiating if it is a vein or just a neck muscle.
If the bulging is unilateral it is more probabl to be just a neck muscle, which is quite normal.
Anyway, if the problem persists, I recommend consulting with your attending physician for a careful physical exam and some tests:
- a resting ECG and cardiac ultrasound
- a chest x-ray study
- some blood lab tests ( complete blood count, kidney and liver function tests, blood electrolytes, thyroid hormone levels).
