Does A Bump Near The Penis Of An 8 Month Old After Circumcision Require Immediate Attention?

Question: Hello doctor,

My son who is 8 months old has a history of UTI due to Hydronephrosis Grade II VUR with mild kidney scarring. Recently he suffered a Breakthrough UTI. The doctor suggested that circumcision surgery is must to avoid possibilities of any further infection and the surgery was done on 10th January 2018.

Off late we are observing some bulge kind of formation near his penis. We are not very sure if this is normal or needs any swift attention. I have attached a picture of the same, please assess and let us know if any action is required from our end.

Does he have fever or pain? Is he cranky and crying most of the time? Is he passing urine as before or any changes?
