Question : Does a conehead at birth make the head measurement smaller? Is 13 or 13.5 inches small on full term baby? My other grandchild's was much larger

it is normal. size and shape depends on type or use of forceps. important is developmental completion. have to keep watch and look for developmental anomaly.

So 13 is normal? And would it be bigger once the head returns round?

                                    Brief Answer:
Normal
Detailed Answer:
it is normal, bigger or smaller does not matter much. if developmentally every thing is complete then nothing to worry can consult neonatal pediatrician for expert opinion. most of the times It will go off in few days to weeks and by the end of first month it increases to 15 inches.
