Thanks for your query,based on the facts that you have posted it appears that you have developed a blister at the base of penis due to using a vacuum pump device for getting erection.
This is mostly due to ring at the base of the penis being applied too tightly.
Though it does not hurt you long standing and repeated use of tight rings may cause constricting ring being developed at the base of penis which may get scarred and give rise to pain and swelling of the penis.
Please keep some soft cloth beneath the ring so that it will not have direct constricting effect on the skin at base of penis.
