Welcome to HCM and thanks for your query.
Elevated RBC count occurs secondary to smoking or in a conditions of polycythemia rubra.
The eyes can look dusky in this.
Also with polycythemia sometimes subconjunctival bleeding can occur and the eyes would look blood shot
