I have gone through your question and I understood your problem.
Yes absolutely. High altitude has less oxygen so this hypoxia causes relaxation of penile arteries making it more difficult for erection.But if you stay there for a long time your body may adapt to the environment and you will regain your abilities. I would like to know since how many days you are staying at high altitude.
Studies have also shown that there occurs lesser sperm concentration as well.
