Question : i am 21 years old and don't masturbarte often but when I do I only clean from outside. I have never retracted my foreskin and washed. Will it cause me any problem, or danger

There is no immediate danger in not cleaning by retracting fore skin, but you can accumlilate white chalky substance called smegma under the foreskin folds.
It is wise to clean it by thorough retraction of fore skin and remove all the smegma out. This will keep your genitals clean and reduce the chances of infection or other complications in future.

Hello doctor. Thank you for your solution. I have another query . The right side of my penis is bit a painful. But I don't have burning while urinating only mild pain . After urinating the pain comes once again. What would be the possibile reason for it.

Thank you so much doctor. Much of my tension is relieved. What medicine should I take to reduce the pain. Any antibiotics or something you would suggest so that I could be at little comfort

Unless there is a proof of infection, there is no scope for using antibiotics. You can take Ibuprofen 400 mg for pain, available over the counter; as and when required.
