Tylenol 3 is a combination of two medications, acetaminophen (paracetamol) in 300mg and codeine 30mg, both pain killers whose effect is stronger when used together than when used alone.
Paracetamol is a pain killer with relatively few side effects, perhaps the most harmless out there and a very safe initial choice.
Codeine is also a painkiller belonging to the opiate group and as such shouldn't be used for long periods as it may lead to physical dependence, but for short periods of a few weeks it is fairly safe. Can cause constipation as the most frequent side effect.
So the answer is yes, Tylenol 3 is a good choice for neck and shoulder pain. If not effective enough anti-inflammatory painkillers like Ibuprofen can be tried instead (or at times even together when alone do not work). Heating pad is helpful as well.

The usage depends on pain, it is used to alleviate the pain while the inflammation gradually subsides, it doesn't alter the evolution.
I usually instruct my patients to start by taking it every 8 hours, but if effect doesn't last long enough I increment it to every 6 hours. Can go much higher up, but usually I add Ibuprofen at that point instead, rarely have prescribed more than 4 tablets a day.
