Question : I am 55 and overweight should I be concerned that testicles and scrotum seem to be balling up instead of hanging as they used too.

Being overweight does not lead to change in the position of the testicles moreover once the testicles have descended into the scrotum during the embryonic development there is no way it can go back up.
However obesity can lead to increased risk of inguinal hernia, so please lose weight to avoid hernias.
