The presence of high total leucocyte count, increased neutrophils and low lymphocyte count in addition to fever with chills indicates the presence of an infection, most likely bacterial. However, he should also be tested for malaria.
He will also need detailed physical examination and more tests to find if there is a focus of infection or not, like in the lungs or urine. In the meantime, record his temperature every few hours and note it down. Also ensure that he takes adequate fluids. If the fever is high, give him paracetamol.
