First of all let me make things clear for you; frequent history of running nose could be due to allergic rhinitis and the sinusitis secondary to it. Neither increased blood pressure can cause sinus related problems nor the allergic nasal condition be responsible for high systemic blood pressure. Both are totally unrelated.
The increase in blood pressure could be more of age related rather than by the disease itself.
There is always a chance of transient increase in the blood pressure following administration of oral decongestant (such as pseudoephedrine) and antihistamines (such as cetrizine / levocetrizine).
So to sum it up, “increased blood pressure cannot cause sinus problems or vice versa”.
