I read your query and here is my advice.

I think the headache with ringing in ears and tingling in fingers and arms you are having may be related to migraine and also to epilepsy. The elevated heart rate may be caused by pain.
I think you should visit a neurologist and also do an EEG to get evaluated.
The neurological evaluation may determine the kind of medications which work on you.

I have focal epilepsy and Hydrocephalus. I take Lamictal and Topiramate also have photosensitive
seizures. The headaches always seem to be this way especially at there worst. The ringing in the ears is constant. The tingling in my arms and fingers and comes and goes but is there at some point in the day.

I think the tingling in arms and legs is much related to focal epilepsy you are suffering from.
I think you should talk to your neurologist about increasing topiramate dosage.
Topiramate works on seizures and migraine as well.
