Greetings!
I recently noticed some small part of my skins on my hands will become dark, itachy and coarse after I wake up. The last picture was on my upper left arm, where I had a vaccine nearby.

It keeps happeneding, which I felt I cannot ignore it. Sometimes, those itchy parts come with small bumps, like the third picture from left. I had some hives due to bed bug bits recently. I also have eczema. I%E2%80%99m wondering what should I do with those symptoms appearing on my hand?

Welcome to ask a doctor service
I have gone through your query and reviewed the attached photographs.
It seems to be an eczematous rash.
I would recommend you to apply topical steroid like clobetasol propionate cream on the affected areas twice daily along with frequent and regular application of a moisturizing lotion containing white soft paraffin on the entire arms and legs 2-3 times in a day for 2-3 weeks.
For itching take antihistaminic like tablet cetrizine 10 mg once or twice daily depending on the intensity of itching.
Steroidal preparations are prescription drugs and should be taken under the supervision of the doctor.
Avoid harsh soaps, hot water baths and keep your body moisturised.
