Question : Hello, I have this new skin growth - could it be something serious? I just noticed it this morning. It's a bit different looking. About 4mm in size. Not itchy. barely raised (less than 1 mm)
I'm not in a location to access a GP at the moment, so this is why I ask this here. Thank you!

I read your query and here is my advice.

I see the photo you attached and it looks like folliculitis. An ingrown hair may have been causing the bump and inflammation.
I don't think this is is serious or something to worry about.
I believe that shaving may have caused the ingrown hair.
You may apply antibacterial cream on it to fight infection.

A question about it being an ingrown hair... I don't really have any significant hair growth in that area... maybe a 1 or two loose hairs. I never shave there though.
Does that change anything?

It looks like ingrown hair but physical examination can check it better.
Another possibility is that it can be an enlarged lymph node. In this case touching it can determine if it is the one or the other.
