Question: Hello....we went out walking this evening and a young teenager came by on a skateboard we saw him blow smoke from a cigerrete we waited then crossed the street but still smelled the smoke? We are concerned about COVID

No face mask. We were walking outside. But another dr on here said no. So now I am confused.
