I have gone through your query and reviewed the image

I can see raised follicular bumps in a cluster. It seems like a Follicular Eczema or Lichen Spinulosus (a form of keratosis pilaris) although the image is not very clear therefore I request you to kindly upload a clear image of the affected area.

Also, let me know if you have any associated symptoms? itching? burning?
Follicular eczema and Lichen Spinulosus is more common in patients who are allergic/atopic i.e. have dry skin.

Can you explain why this happens?
What treatment do you recommend is this a common finding?
I dont really moisture my skin! which man does

I dont have any symptoms i just noticed it randomly when i was looking at my stretch marks

i have uploaded pictures. I tried some hydrocortisone on it last night as you can see it looks to me like its maybe calmed down a little but im not a doctor please give me your review!

Hi.
Lichen spinulosus is the likely diagnosis. It appears as patches on trunk and extremities. The surface is dry and spiky and it feels like rubbing your fingers against a nutmeg crater when you slide your hand over it. This condition is more common in atopics or patients with very dry skin.
You should moisturize your skin regularly, after bath. Use an ammonium lactate (Amlactin lotion)or urea based moisturizer(Ureativ lotion). They are exfoliating as well as hydrating and should help.
