Hi
Welcome to ask a doctor service
I have gone through your query and reviewed the attached photographs though they are not very clear.
I need to ask you few questions:
Is it present on one side of the face or both the sides?
Is there history of excessive sun exposure?
Have you applied any cream on it?
Kindly revert with the answers.
If possible upload some clearer pictures so that I can have a better view of your picture and can guide you accordingly.

No exposure to sunlight. It is dry there so i applied the attached lotion but didn't work so i applied vaseline body lotion to have no dryness. But that also did not work. Its on both side of face. I am cleaning face with cold water.
Brief Answer:
Eczematous rash, topical steroid & antihistaminic
Detailed Answer:
According to your complaints it seems to be an eczematous rash.
It is not looking like a fungal infection.
I would recommend you to apply topical steroid like mometasone cream ( momate cream) on the affected areas twice daily and take antihistaminic like tablet fexofenadine 180 mg ( allegra tablet) twice daily for 10 days.
This should resolve your problem.
Wash your face with plain water.
Avoid soap and cosmetics on the face.
