I have seen a Doctor who requested for FBE and when I saw him for result, he said something is not quite right and requested for another FBE with note to monitor Neutropenia! I am scared that this could mean HIV or CANCER?

HIV and CANCER are two conditions I am not planning to face.
I did want to go ahead with the test because I am afraid that these two conditions might be detected.
The reason why I have been to see a doctor is because I had mild but consistent pains in my lungs. Earlier in March, I had a flu shot and two weeks after had sore throat but the doctor ruled out COVID19 but suspected some kind of viral infection.
It is possible that my first test showed low white blood which is why the doctor wanted it redone again. I learned that viral infection like HIV causes increase in white blood cell. What then can result in low white blood count?

Vira infections ranging from the common cold, mild flu to more serious infections like HIV can result in decreased white blood count including neutropenia.
However, serious conditions like HIV or cancer will have other marked symptoms.
Mild viral infections will result in transient short term neutropenia.
The reason for your physician to repeat the blood investigations is most likely to see if the neutrophil counts are returning to normal.
However, you will need to discuss with your doctor in detail to see if there are any other concerns he/she noticed that led to the decision for a retest.
I'd strongly suggest that if you do not have any concerning persistent symptoms, then you do not need to worry about HIV and cancer at this point.
