This has more of the appearance of a folliculitis, which is just a small infection of the hair follicle. It should heal on its own without any problems, you could also put some antibiotic ointment on it to help it heal.
Only if you started developing a cluster of these, which were painful, and especially if you had recurrent episodes of them, would I suspect herpes.
