Brief Answer:
Topical steroid, antihistaminic, moisturising cream

Detailed Answer:
Hi
Welcome to ask a doctor service
I have gone through your query and it seems to be an eczematous rash.
I would recommend you to apply topical steroid like clobetasol propionate cream on the affected areas twice daily for 2 weeks along with frequent and regular application of a moisturizing cream containing white soft paraffin on the pubic region 2-3 times in a day.
Also take antihistaminic like tablet chlorpheniramine maleate 4 mg twice daily for 2 weeks.
Steroidal preparations are prescription drugs and you need to see the doctor in person to get them.
Also avoid harsh soaps on the affected area, avoid hot water baths and stay in cool airy environment.

Dr Asmeet
