Detailed Answer:
Hello and welcome to ask a doctor service. I have gone through your query and noted your concern.
You have been using a topical steroid on your face. Fortunately it is a milder variety of topical steroid but still long term use can lead to skin thinning, redness, telangiectasia, photosensitivity and dry skin along with acne and pigmentation. The fact that the cream no longer works for you is due to tachyphylaxis which is tolerance to a particular strength of topical steroid, if used over a long run- means it stops works after a period of continuous use. What you should do is that you should wean yourself off that cream, use a sunscreen (daytime) and moisturize your face. Don't self medicate with any other cream. For pigmentation, you may use a product with Kojic acid or Azaleic acid at night. These medicines are available only on prescription. Kindly visit a doctor in your vicinity and follow the instructions.
Hope I have answered your query. Let me know if you need any more assistance.
