Question : Hi, ive got small black dots on my face and shoulders which were not there maybe a year back.. need a solution to get rid of these

These are NOT warts. They are Dermatosis Papulosa Nigra (DPN)- benign epidermal growths that occur most commonly on face. Most patients also have an affected family member, so there is an genetic predisposition. They can grow in number over a period of time but mostly remain small in size. Nevertheless, they can be easily removed, with an excellent cosmetic result, either with a laser or with radiofrequency cautery machine.

Chances of some post inflammatory hyperpigmentation if you don't use a sunscreen after procedure (pigmentation is reversible, though) but otherwise no scarring and no other complication if done by an experienced dermatologist. Unfortunately I don't have any specific reference of a dermatologist in XXXXXXX You can do a Google search and take it from there.
