I carefully read your query and understand your concern.
By the explanation of the lesions (raised, itchy and scaly lesions) that happen on both sides (both thigs and over the stomach), that come and go but are almost always in the same place, eczema is the most likely diagnosis.

Mild forms of eczema are generally better with just a moisturizing cream or even just vaseline ointment applied to the lesions daily.
In more severe cases a local steroid cream is needed. In this case, if daily vaseline is not helping good enough, you may use betamethasone cream twice a day (thin layer) and during the midday, you may use vaseline ointment.
You should notice an improvement within the first 4-5 days of treatment. Treatment should be continued daily another few days after the lesions fully disappear.
Eczema has the tendency to recur so if you notice the rash come back, you may start with vaseline first and if needed with betamethasone cream.
To conclude:
- I am not able to view images of the rash, please upload/attach them again
- on the other hand, by your description very likely the rash is due to eczema.
- local applications of vaseline in mild cases, and steroids (betamethasone cream) in more severe cases, may be used.
- recurrence is likely, so try to keep your skin moisturized with vaseline once a day even if the lesions go away completely
- if there is no improvement with these measures, you will need to have a check with your doctor
- an allergic reaction to citalopram can be considered if the local steroids are not helping enough or the rash is worse (spreads even more) or new symptoms develop such as shortness of breath, swelling of eyes and lips. If these symptoms develop, it would indicate a severe allergy and warrant an urgent visit with the doctor.
