Hello dear.
i have gone through the details.
So as you said a blister lesion got heal but it took longer. Most likely it was a infective lesion but took time as glans penis is an area of continuous moisture. A cancerous lesion will not heal on its own. Cancer will progress and ulcerate and fungate.
You can send an image of the lesion so that I can guide you more. But, for all practical purposes, it doesnot seem a caner.
