I am dr.kakkar (dermatologist). I have gone through your query and I have viewed the image.
This seems like an insect bite hypersensitivity reaction.
You may use a moderately potent topical steroid cream e.g either mometasone furoate 0.1% cream or triamcinolone acetonide 0.1% cream or betamethasone valerate 0.1% cream. Cortisone is a very mild steroid and it might not prove to be very effective initially when the inflammation is severe.
