Question : My daughter had a bruise on the back of her thigh. This morning when she woke up she noticed the bruise now has tingling blisters forming and a swollen red area around it. What has caused this? Should I take her to the emergency room?

I am dr.kakkar (dermatologist). I have gone through your query and I have viewed the image.

This seems like an insect bite hypersensitivity reaction.
You may use a moderately potent topical steroid cream e.g either mometasone furoate 0.1% cream or triamcinolone acetonide 0.1% cream or betamethasone valerate 0.1% cream. Cortisone is a very mild steroid and it might not prove to be very effective initially when the inflammation is severe.
