I think that incision line is properly healed as it is almost 10 month old. Mild pain may persist among few percentage women following C-section.
Complete recovery occurs within 6-12 months in most cases. Hot compression will ease that area more effectively. It is also suitable for mild pain.
Another thing, you can use abdominal belt or tummy XXXXXXX to get effective result. Don't be much worried.
