I am sorry about this problem though it pleases me that you are going fine since 10 years.
Actually accepting some one as health attorny is all about trusting some ones decision making... it has no criteria... no rule.. it just depends upon the patient herslef whome she wants to chose as her decision maker.
She probably saw you in those mental states which aren't letting her accpet that you won't behave like that again.
Getting hurt or angry over this i natural but i will ask you to accpet it as her freedom of decision making and let it go..
There would have been so many things in your life which had decided not to tell your mother.. it didnt mean you considered her not qualified to share with,, it was just your decision , the way you wanted to lead your life.
I am quite sure that she would have wanted to forget your past condition and would have wanted to consider...but some times your inside just doesnt allow you to forget few things which really affected you in past... and probably her subconscious is not allowing her forget your past problem and she is afraid ..
Fear is natural and sometimes impossoble to overcome.. so I will like you to accpet it as her decision and don't consider it was your insult it's just how she wants to lead her life..let her do it...don't let his thing ruin your relation.

YES...!!! if you are stable since ten years , and your doctor seconds that too.. then you are indeed capable.
The decision though is to be made by your mother ultimately.
Thats upto her if she wants to go with her heart or your medical reports. Fears sometimes have no reasons and follow no criteria.
