Question: What is the appropriate test for a 20 year old female with possible kindey stones. Ultrasound cT or MRI?

Your query is very interesting.
As an Urologist, i follow the standard protocol of initial Ultrasound scan of abdomen.
If any stone is seen or suspected, a plain MRI scan of abdomen in females is the best, as CT scan has a radiation exposure, while, Ultrasound and MRI don't have.
Stones are suspected, when a person has flank pain, and urine routine test shows blood cells. Person may also have nausea and vomitting.
